The Ministry of Labour and Vocational Training has today issued a Notification No. 026/25, outlining regarding timeline for applying for the foreign labour annual quota permit for 2025. According to the Ministry’s notification, all enterprises operating under the Labour Law are required submit their application for the use of foreign labour through the Foreign Worker Centralized Management System (FWCMS) at www.fwcms.mlvt.gov.kh. The application period is open from now and will close on 30 November 2024.

• Application Deadline: The deadline for existing enterprises’ application submission is 30 November 2024. New Enterprises established after this date that require foreign labour can apply immediately upon establishment.
• Penalties for Non-Compliance: Failure to apply within the specified timeframe will result in immediate fines imposed by the Labour Inspectors. Additionally, any employment of foreign labour without the requisite quota permit is a violation of the Labour Law which would be subject to penalties under Chapter 16 of the Labour Law.
