The Ministry of Commerce announced the Official Launch of the newly upgraded Secured Transactions Filing Office 2.0 (SETFO 2.0) System

On 18 March 2025, the Ministry of Commerce has officially launched the Secured Transactions Filing Office 2.0 (SETFO 2.0) system, following comprehensive upgrades and reorganization of new functionalities – the products of its collaboration with the Techo Startup Center of the Ministry of Economy and Finance.

The SETFO system was originally established in 2008 as an automated public service system under the Law on Secured Transactions. It serves as a platform for banks, microfinance institutions, and the general public to file, search, and access information related to notices of security interest. This system plays a crucial role in mitigating risks and enhancing decision-making for creditors before granting loans backed by movable assets.

The newly upgraded SETFO 2.0 system, which is now in operation, introduces several new features to improve user experience and accessibility:

  1. Enhanced Security Features: Improved technical safeguards for easier and safer system use;
  2. Mobile Access: Integration with the CamDigiKey mobile app for registration and access to the system;
  3. Online Payments: Fully digital payment capacities;
  4. Online Report Requests: Ability to request and download verified research reports online;
  5. Certified and Verified Report Downloading System: Ability to download authenticated reports through the verify.gov.kh portal; and
  6. Blockchain Integration: Adoption of Cambodia Digital Ledger (CamDL) technology to strengthen the integrity of notification documents.

The launch of SETFO 2.0 marks a significant step forward in enhancing financial inclusion and supporting Cambodia’s economic growth. By streamlining access to credit and reinforcing transparency through digital innovation, this upgraded system empowers businesses, farmers, and financial institutions alike to navigate secured transactions with greater confidence and efficiency.
